It sounds like the trailer made this movie out to be something it’s not. I can appreciate that the he film makers attempted to make a movie that was about more than the action, but nobody likes watching movies where the action keeps getting interrupted.

In addition to gritty Korean gangster films, it sounds like Sonomura was also trying to channel Kenji Fukasaku.
